What we do

FORCLIME provides assistance on human resource capacity development at the national and sub- national levels in order to support sustainable forest management which contributes to the benefit and welfare of communities as well the reduction of greenhouse gas emissions from the forestry sector in Indonesia. FORCLIME’s assistance focuses on (1) Developing policies and standards with regard to human resource capacity development; (2) Strengthening the management capacity of training and educational institutions (particularly the Center of Environment and Forestry Education and Training in Bogor); and (3) Development of trainings related to Forest Management Units (FMU) and climate change mitigation in the forestry sector through classical training and blended learning

FORCLIME’s assistance is in line with the Government of Indonesia’s policy to improve human resource capacities in the forestry sector in order to be able to face globalization challenges in the ASEAN Economic Community. This is also in line with the vision of the Center of Environment and Forestry Education and Training to become the "center of excellence" in the development of forestry trainings at ASEAN level.

Future forest education and training programs developed and supported by FORCLIME use the approach of Competence Based Training (CBT) in accordance with the Indonesian National Qualifications Framework (Kerangka Kualifikasi Nasional Indonesia - KKNI) and as stipulated in the Presidential decree No. 8 in 2012 and the Indonesian National Occupational Competency Standards (Standar Kompetensi Kerja Nasional Indonesia - SKKNI) for the forestry sector. In the CBT approach, education and training programs focus on providing competencies (skills) in accordance with the competence standards for each respective position.

What we want to achieve

In the strategic area of Human Capacity Development FORCLIME aims to achieve the following objective: The conditions for capacity building of the FMU staff are improved.

Indicators for measuring the achievements by 2019 are:
  1. Training needs arising from a gender-differentiated survey have been integrated in 2 revised training modules from both the CEFET and the BDK.
  2. 80% of the entire staff of the 4 pilot FMUs have received in-house training on relevant FMU management content by appropriately qualified staff.

How we work

FORCLIME advisors, supported by consultants, will facilitate the process for strengthening the management capacities of education and training institutions (especially the CEFET in Bogor and Regional Environmental and Forestry Training Center in Samarinda) and also facilitate the process of a so called "elevator system". In the elevator system, a "top-down" process is applied to strengthen the role of the Center of Environment and Forestry Education and Training (CEFET) in developing training systems, educating professional lecturers (widya iswara), and providing technical support for education and training institutions in the regions. A "bottom up" process is applied through decentralized education and training implementation in the regions. Lessons learnt from the regions will be used for the improvement of teaching materials and policies at the central level. In this bottom-up process, other stakeholders are also encouraged to participate and provide inputs to improve policies and teaching materials developed by the CEFET in Bogor.
